In order to localize a jQuery UI datepicker or a formlet input datepicker you just need to add the appropiate localization script to your page. These scripts are found in the development-bundle/ui/i18n folder of the jQuery UI download. So for the french locale you'd add the jquery.ui.datepicker-fr.js script.

The MapElement part was used to wrap each control in a div and give it a unique id, the intention behind that isn't clear but you don't need that line and the OnAfterRender handler in your code.
