A potentially useful diagnostic: what happens if you build this project file from the command-line with msbuild?

msbuild.exe whatever.fsproj

The fsproj file doesn't even get created. After the error message box, there is only a (quasi empty) solution file which gets created (and the folder to store it), nothing else.

If anyone has a full zipped example (with fsproj), that'd be great to try with msuild.

But I presume there must be some kind of environment variable issue due to the odd path.

I'm not sure that Silverlight development works with the VS Shell. You would need to at least also install the Silverlight SDK, and generally follow the instructions related to silverlight development at [link:silverlight.net] You may need a full version of VS2008 or VS2010 for this.
